SUMMARY:
Virginia Public Building Authority; bond issue. Authorizes additional debt for Sussex I ( a maximum security prison located in Sussex County), the women's multi-custody prison in Fluvanna County, the maximum security youth facility and wastewater treatment plant at Beaumont in Powhatan County, and renovations and emergency repairs to the Science Museum of Virginia (located in Richmond). The bill also authorizes new projects consisting of renovation at the Southampton Reception and Classification Center, a close custody juvenile correctional facility in Culpeper County, and a Farmer's Market facility in the Northern Neck. The bill also authorizes the Authority to finance or refinance the Commonwealth's payments of its portion of the costs of local and regional correctional facilities. To accommodate this additional bond authority, the bill also increases the current $990 million VPBA bond cap to $1,225 million. The bill also authorizes the Governor to designate the chairman of the Authority to serve at his pleasure (currently, the Authority elects its own chairman) and permits the vice-chairman (elected by the Authority) to exercise the powers and duties of the chairman in his absence.
