SUMMARY:

Electric service to federal governmental facility; SCC jurisdiction. Authorizes the State Corporation Commission (SCC) to determine the proper rate, if any, to be paid by the federal government to an electric utility for any and all costs stranded due to the cessation of retail service by the utility to a federal governmental facility (because of the facility's purchase of electricity from another supplier). Such costs would be paid pursuant to a tariff filed and approved by the SCC. The bill's provisions apply if the federal governmental facility was a retail customer prior to January 1, 1996, and the cessation of service occurs after such date. However, the SCC's jurisdiction is contingent upon federal action permitting a federal facility to purchase electricity from a supplier other than the public utility.
