SUMMARY:

Electronic filings with circuit courts. Authorizes the circuit court of Fairfax County to establish procedures for accepting land records, instruments, judgments and UCC financing statements which are filed by electronic means (digital electronic signals transformed by computer and stored on microfilm, magnetic tape, optical disk or CD ROM) by governmental or quasi-governmental entities. Acceptance, acknowledgment and validation of receipt are required. Signatures appearing on the electronically transmitted document are valid but the original document may be required upon motion of any party to a pending lawsuit or in accordance with other law requiring originals. The bill contains a sunset provision for July 1, 1998.
