SUMMARY:

Banking and finance; capital stock requirement. Eliminates a specific minimum capital stock requirement for operating banks or savings institutions in connection with a reorganization or conversion to another type of financial institution (the bill retains the minimum capital stock requirement in cases where the bank or savings institution is being organized to begin business). The bill also authorizes a one-step conversion from a national bank or federal savings institution to a state savings bank.
