SUMMARY:
Rights and responsibilities for learning. Establishes a joint subcommittee to study rights and responsibilities for learning in the Commonwealth's public schools. The joint subcommittee is to consider current standards for public education in the Commonwealth, including the Standards of Quality, recent revisions to the Standards of Learning, and provisions for the accountability of schools for pupil performance; development and enforcement of student conduct policies; alternative education options for disruptive students and ways to promote consistency in enforcement of student conduct codes; and other issues. The joint subcommittee is to submit its findings and recommendations to the Governor and the 1997 Session of the General Assembly.
