SUMMARY:

Study; remedial summer school program. Continues the Joint Subcommittee Studying Remedial Summer School Programs to examine the system, process, and funding of the remediation of students in the public schools of the Commonwealth. The joint subcommittee is requested to, among other things, (i) review and evaluate the remediation system and process, particularly vis-?-vis the revised Standards of Learning and the Literacy Passport Test; (ii) determine the effectiveness and efficacy of the summer administration of the Literacy Passport Test, using data from and the experience of the 1996 summer administration of the test as a measure; (iii) analyze the funding mechanism and methodology for remedial summer school, with the view towards providing incentives for offering longer summer sessions, transportation, the integration of remediation into the curriculum, grants to encourage innovation in such programs, and regional collaboration and cooperation among school divisions, where appropriate; and (iv) recommend ways to encourage school divisions to explore innovative and alternative instructional methods for providing remedial instruction to students, such as enhanced integration of educational technology in instruction, and to establish linkages and relationships with institutions of higher education for the remedial instruction of students and the preparation of teachers to work with at-risk students.
