SUMMARY:

Memorializing the President and the Congress. Urges the President and the Congress of the United States to support consolidated state plans under the Improving America's Schools Act of 1994 for federally supported programs for educationally at-risk students. Historically, states submitted a separate state plan for each program serving educationally at-risk students. Federal funds were appropriated for each program separately. With the enactment of the Improving America's Schools Act of 1994, (i. e. the reauthorization of the former Elementary and Secondary Education Act), states were given the opportunity to submit one consolidated state plan for funding of programs and services for educationally at-risk students. The consolidated plan facilitates greater program effectiveness, cost-effectiveness in the use of such funds, and communication among agencies serving the same groups of students.
