SUMMARY:
Study; structure of technology governance, with a view towards creating an authority to facilitate the availability of technology across the Commonwealth. Establishes a nine-member joint subcommittee to consider the feasibility of establishing an authority, similar to the Rural Electrification Authority, to disseminate technology across the Commonwealth. The joint subcommittee will examine the most feasible organization for any technology authority to promote expertise and definition of responsibilities for the development of conditions under which universal access to the information highway can be made available to all of the citizens of the Commonwealth
