SUMMARY:
Study; education; Composite Index Ability-to-Pay. Establishes a select committee of representatives of the House Committees on Appropriations and Education and the Senate Committees on Education and Health and Finance, to study the Composite Index Ability-to-Pay. The select committee is requested to examine the interactions of the components of the Composite Index, hear local concerns, and evaluate various revisions of the Composite Index formula. The select committee must evaluate other states' public school funding formulas and seek input from various Virginia and national experts, as available, and must also consider such other issues or matters as it deems necessary to its work.
