SUMMARY:

Study; Social promotion. Establishes a joint subcommittee to study the social promotion of students. The joint subcommittee shall identify the causes of social promotion, determine and examine its prevalence among the public schools of the Commonwealth, ascertain the grade levels and number of students affected, and recommend appropriate ways to ensure that students are promoted upon merit and satisfactory completion of the relevant academic requirements.
