SUMMARY:

Study; autonomy of institutions of higher education. Requests the State Council of Higher Education for Virginia to develop a strategic plan for increased decentralization and accountability for various operations of the Commonwealth's public institutions of higher education. The strategic plan shall include (i) provisions whereby the Commonwealth might assign to selected institutions or programs responsibility for daily operations; (ii) accountability procedures to help ensure compliance with institutional missions as well as responsiveness to the needs of Virginia's taxpayers, students, businesses, and communities; and (iii) a mechanism for the evaluation of the strategic plan by the appropriate committees of the General Assembly.
