Study; digital signature acts and other issues related to electronic commerce. Establishes a joint subcommittee to study the use of digital signatures to determine whether Virginia should adopt a digital signature act similar to that enacted in Utah or other legislation that would facilitate the development of electronic commerce in Virginia.
