SUMMARY:

Secretary of Finance. Requires the agencies for which the Secretary of Finance is responsible, to the greatest extent practicable, to pay all amounts due and owing by the Commonwealth through electronic transfers of funds from the general fund or appropriate special fund to the bank account designated by the payee. The bill provides that the certain transfer costs shall be paid by the payee.
