SUMMARY:

Establishment of water quality standards. Requires the State Water Control Board to provide a Notice of Intended Regulatory Action to nearby localities for any regulation that would prevent the discharge of new, additional or increased pollutants into a body or a segment of a body of water, and requires the Board to consider any comments submitted by such localities.
