SUMMARY:

Motor vehicles; administration; fees; notice. Defines the term "payment devices" as credit cards which satisfy at least one of two federal definitions of a credit card. The bill allows the Commissioner to make agreements with designated persons to provide electronic documents in lieu of written documents, and it allows license holders to notify the Department of their change of address by means other than with a written document. Further, the bill requires persons to pay a two-dollar reexamination fee for each time they attempt to pass either the knowledge or practical portions of the driver's license test. The Department shall send written notices to the most recent address of the driver on file at the Department. This bill also provides that farmers must complete a detailed information form on their initial application for each farm vehicle registration; the detailed form is not necessary for subsequent renewals. Amateur radio operator special license plates will be issued on a discretionary basis by the Commissioner, and persons using the same call letters will be served in the order of their applications. The authority to grant sun-shading exemptions to drivers who have a medical need for such devices is transferred from the Superintendent of State Police to the Commissioner of the Department of Motor Vehicles. This bill is a duplicate of SB 449.
