SUMMARY:
Community development authorities; procurement exemption. Provides that proposed authority districts which are within any two or more of a city, a qualifying county or a town may be formed by concurrent ordinances of each locality. Also, counties which do not otherwise qualify and towns may by ordinance adopt the community development provisions and consider petitions for the creation of such authorities. The provision which appears to grant localities discretion as to whether to hold a public hearing upon the filing of such petitions is deleted. Under current law, a public hearing must be held prior to adoption of an ordinance creating an authority. The bill also grants exemption from the Public Procurement Act to community development authorities and Virginia Correctional Enterprises.
