SUMMARY:
Child support enforcement. Provides that the Department of Social Services cannot issue a support order unless there is evidence of abandonment or refusal to support by the child's parent. The bill also provides that when determining support the Department has to use the guidelines and not its authority to rebut the presumption that the guidelines set the correct amount of child support.
