SUMMARY:
Insurance agents and consultants; placement of insurance for public bodies. Prohibits insurance agents and insurance consultants from providing or offering to provide, directly or indirectly, insurance products to public bodies while concurrently and on their behalf (i) evaluating proposals from other insurance agents and (ii) recommending the placement of insurance. The bill also amends the Public Procurement Act to prohibit excluding bid proposals from any insurer licensed to transact the business of insurance or approved to issue surplus lines insurance responding to a request for proposal or an invitation to bid. It stipulates, however, that public bodies are not precluded from debarring a prospective contractor. The bill contains an emergency clause; its provisions will be in force from its passage.
