SUMMARY:
Behavioral health authorities. Provides that such authorities may be created by the City of Richmond and Chesterfield County (which are both described by population). Currently the chapter, which was passed during the 1995 Session with a delayed effective date, applies to the City of Virginia Beach only. Accordingly, the word "city" is changed to "locality" throughout the chapter.
