SUMMARY:

Local Transportation Contract Revenue Bonds. Amends the State Revenue Bond Act to authorize the issuance of debt (Commonwealth of Virginia Local Transportation Contract Revenue Bonds) to finance highway construction based on a contract with a local government or special service district that provides that tax payments and private participation will support repayment of the debt. The contract must be satisfactory to the Commonwealth Transportation Board and affected local governments. Transportation Trust Fund revenues may not be pledged to repay this debt.
