SUMMARY:

Local fiscal and prison impact bills; waiver of procedural requirements. Allows the General Assembly to waive the procedural filing requirements for local fiscal and prison impact bills by the subsequent enactment of such bills. This is an emergency bill to take effect retroactively on and after January 10, 1996.
