SUMMARY:
Appeals to the Supreme Court. Provides that dismissal of an appeal or petition for appeal to the Supreme Court may not be ordered for failure to comply with any Rule of the Supreme Court relating to the giving or filing of notice of filing of a transcript of any proceeding, unless such failure substantially prejudices a party.
