SUMMARY:
Driver's licenses, learner's permits, restrictions. Raises the minimum licensing age for persons with parental or judicial consent from 16 to 17 years of age. The minimum age a person may obtain a learner's permit is also raised from 15 to 16.5 years. Persons under 18 who fail the written knowledge test when applying for a driver's license or learner's permit shall not be eligible for retesting for at least 10 days. Persons under 18 who fail the road test when applying for a driver's license shall not be eligible for retesting for at least two weeks. Drivers under the age of 17 shall be prohibited from driving between 7:00 p.m. and 6:00 a.m., and drivers under the age of 18 shall be prohibited from driving between 9:00 p.m. and 6:00 a.m. unless accompanied by a licensed driver at least 21 years old. This bill also prohibits any driver under 18 from transporting any passenger under 21 unless such passenger is member of the driver's immediate family.
