SUMMARY:

Watershed improvement district referenda. Provides a procedure for the holding of referenda relating to watershed improvement districts until alternative procedures, developed by the Virginia Soil and Water Conservation Board, are effective. Currently, such referenda may only be held under regulations developed by the Virginia Soil and Water Conservation Board. Because the regulations have not been completed, no referenda may currently be held. This is emergency legislation.
