SUMMARY:

Professional regulations; practice of psychology; penalty. Consolidates the regulation of all psychologists under the Board of Psychology. In present law, clinical psychologists must obtain dual licensure, first being licensed by the Board of Psychology and then being recommended to the Board of Medicine for licensure as clinical psychologists by the Board of Psychology; however, the Board of Psychology currently licenses psychologists with a clinical services specialty. Upon the effective date of this bill, clinical psychologists will be licensed only by the Board of Psychology and a new category of licensure, i.e., applied psychology (those who do not have a specialty in clinical services) will be available. This bill also adds provisions on the confidentiality of investigative information, mandatory physical or mental exams for licensees under a disciplinary order, summary licensure suspension by telephone conference call, and the appointment of practice audit committees--all currently applicable to clinical psychologists under the Board of Medicine's statutes. These new provisions will, of course, be applicable to any licensee of the Board of Psychology. This bill will also require the Board of Medicine to appoint a five member committee to collaborate with the Board of Psychology in promulgating regulations for licensure of clinical psychologists. This bill revises the provision in the Board of Medicine's statutes (§ 54.1-2907) requiring reporting of practitioners who are being treated for mental disorders, chemical dependency or alcoholism to require the treated licensees of all health regulatory boards, (the Boards of Audiology and Speech Language Pathology, Dietitians and Nutritionists, Funeral Services, Nursing Home Administrators, Optometry, Professional Counseling and Marriage and Family Therapists, Social Work, Psychology and Veterinary Medicine) to be reported to the appropriate regulatory board, unless judged competent to continue practicing. Section 54.1-3607, a grandfather provision for the Board of Psychology and its precursors, is repealed. Various enactments are included relating to transfer of functions, records, and grandfathering of clinical psychologists' licenses, etc.
