Soil and Water Conservation Board. Requires the Virginia Soil and Water Conservation Board, if it receives a sworn complaint from a majority of the members of a district board, to hold a hearing to determine whether a director of a soil and water conservation district is guilty of neglect of duty or malfeasance.
