SUMMARY:

Condemnation against an electric utility. Prohibits a local electric authority from taking property of a corporation having the power of eminent domain until the SCC certifies a public necessity or convenience. Currently the prohibition applies only to corporations. Whenever the SCC approves a condemnation, the bill requires the SCC to determine whether payment for a stranded investment should be made and, if so, in what amount.
