HB 566 Criminal history records checks; mental health.

SUMMARY:
Criminal background checks; mental health. Grants the Department of Mental Health, Mental Retardation and Substance Abuse Services access to criminal history record information maintained by the Central Criminal Records Exchange for the purpose of determining a person's suitability for employment. Persons who accept employment in a mental health facility or with Department if dealing with state funds, must submit to fingerprinting for purposes of a CCRE and FBI criminal records check and provide a copy of any information included in the central registry. Current law, repealed in this bill, authorizes access to CCRE only for persons accepting employment in a position which allows access to patients or state funds.
The bill applies only to persons first accepting employment on or after July 1, 1996.
