SUMMARY:

Learner's permits. Prohibits persons under the age of 15 years, six months from obtaining a learner's permit if they are not in good academic standing. The bill requires the person accompanying a driver operating a motor vehicle under a learner's permit to be the driver's parent, legal guardian, sibling, or a person 21 years of age or older. Persons accompanying drivers using learner's permits must be lawfully permitted to operate a motor vehicle at that time. No applicant for a learner's permit under the age of 15 years, six months, may obtain a permit unless he is in good academic standing as certified by his school principal or his principal's designee.
