SUMMARY:
Juvenile facilities impact statements. Adds juvenile facilities to the law requiring impact statements and appropriations estimates for bills which increase populations in such facilities. The bill also brings those bills which increase juvenile facility populations under the first-day introduction rule. The measure applies to laws becoming effective on or after July 1, 1997.
