SUMMARY:
Public Procurement; exceptions to competitive procurement. Adds goods or services which are performed or produced by persons incarcerated in a facility operated by the Department of Corrections to those which are exempt from competitive procurement by public bodies. The bill also exempts Virginia Correctional Enterprises (VCE) from competitive procurement when procuring materials, supplies, or services for use in and in support of its production facilities. The bill authorizes such procurement by VCE provided procedures are in place which ensure the efficient use of funds to the extent practicable and include obtaining telephone quotations.
