SUMMARY:

Photo-enforcement of traffic light signals. Prohibits "private entities" from obtaining records regarding owners of vehicles failing to comply with traffic signals but allows such private entities to be compensated for providing a traffic light signal violation monitoring system. The act's July 1, 1998, sunset is also delayed until July 1, 2000.
