SUMMARY:

Motor Fuels Tax Act. Amends the Virginia Motor Fuels Tax Act in response to North Carolina legislation as follows: (i) defines out-of-state entities which collect Virginia fuels taxes as "conduits"; (ii) removes the possibility that Virginia licensees may be subject to paying fuels tax twice --in Virginia and in another jurisdiction; (iii) establishes statutory requirements for conduits to remit Virginia fuels taxes; and (iv) allows refunds to Virginia licensees who make tax payments through conduits. The bill has an emergency clause.
