SUMMARY:

Birth certificates. Provides that when one natural parent is deceased and the surviving parent's spouse has adopted any surviving child, any new birth certificate for such child shall identify the deceased natural parent, upon the request of the surviving natural parent, the adoptive parent, or the adopted person if eighteen years of age or older.
