SUMMARY:
Public Procurement Act; design-build for public bodies other than the Commonwealth. Creates the Design-Build/Construction Management Review Board to review and approve requests by public bodies other than the Commonwealth (local governing bodies, school boards, and authorities) to enter into design-build or construction management contracts. The bill also repeals (effective January 1997) the current statutory mechanism for such public bodies to enter into design-build contracts in favor of the above mentioned Review Board. Currently, such public bodies must obtain the approval of the General Assembly in order to enter into design-build contracts.
