SUMMARY:
Prisons; transfer of condemned prisoner. Reduces the required time for transfer of a condemned prisoner to the location of the death chamber from fifteen days prior to execution to four days. With the change in the location of the death chamber and improvements in the communications systems for access to counsel and appellate procedures, the need for extended transfer time has been removed.
