SUMMARY:

Computation of the composite index of local ability-to-pay. Provides a procedure for appealing the computation of the composite index of local ability-to-pay (LCI) before a review committee consisting of three Board of Education members, the Superintendent of Public Instruction, the Secretary of Education or his designee, and the Secretary of Finance or his designee. The school boards are authorized to petition the Board for review of the determination of the cost apportioned to the school boards for maintaining an educational program meeting the Standards of Quality. The petition cannot be made more than once in two consecutive calendar years. The Superintendent of Public Instruction must prepare a detailed analysis of the school board's LCI and related computations. Consistent with relevant law, the Department of Education may incorporate any findings of the review committee into the calculation of the petitioning school board's LCI.
