SUMMARY:

Charter; City of Richmond. Provides for the at-large, direct election of the mayor, beginning in 1996. The mayor shall be elected for a two-year term to coincide with other council members, and the mayor's salary shall not exceed twice the salary of other council members. The mayor shall be the tenth member of council, shall perform traditional mayoral duties and have the same right as other council members to speak, introduce legislation and serve on committees; however, the mayor shall have no right to vote except in the case of a tie. The mayor shall have the power to bring before the council for its reconsideration any item acted upon by the council at its preceding meeting. Also, the bill provides that council shall choose a vice-mayor to perform the mayor's duties during his temporary absence or disability; in such case, the vice-mayor shall retain full voting privileges. Furthermore, the requirement that proposed ordinances, and certain other notices, be published in a "daily newspaper" is changed to require publication in "a newspaper published or in general circulation in the city." Other notice requirements related to zoning ordinances are amended to provide for notice in accordance with general law.
