SUMMARY:
Solicitation of contributions. Exempts labor unions, labor associations, labor organizations, and trade associations granted tax-exempt status from registration with the Department of Agriculture and Consumer Services. In doing so, the bill corrects provisions of the Virginia Solicitation of Contributions statute declared unconstitutional in a March 7, 1996, Memorandum Opinion by Senior United Stated District Judge Richard L. Williams in Special Programs, Inc. v. J. Carlton Courter III, Civil Action No. 3:85 cV 609. The bill does not address a separate provision which Judge Williams also declared unconstitutional, i.e., the $20,000 bond required of professional solicitors.
