SUMMARY:

Replacement certificates of title, conditions. Authorizes the Department of Motor Vehicles to issue replacement certificates of title to motor vehicle purchasers whose dealer ceases to do business in the Commonwealth and fails to deliver the certificate of title for the vehicle purchased. Purchasers must exhaust existing remedies before applying for a replacement certificate from the Department.
