HB 1401 Child support enforcement.

SUMMARY:
Child support enforcement. Requires the State Board of Social Services to establish guidelines regarding the privatization of child support enforcement functions. The State Department of Social Services will retain oversight and supervisory responsibility. The bill authorizes the Attorney General to contract and establish pilot programs for legal services. The Department and Office of the Attorney General are each required to submit, by July 1, 1997, and annually thereafter, a written report to the Governor and General Assembly, with a detailed summary and evaluation of pilot child support enforcement pilot programs. The bill also provides that the Department may assess reasonable attorney's fees against the absent responsible parent rather than the amount of fees allowed court appointed counsel in district courts.
