SUMMARY:
Public Procurement Act; design-build contracts. Authorizes the City of Winchester and the Counties of Clarke and Frederick to enter into a contract for the construction of juvenile detention facilities on the site of the Clarke-Frederick-Winchester Regional Adult Detention Center on a design-build or construction management basis. The bill also authorizes design-build or construction management projects for York and Loudoun Counties and the City of Richmond. The bill gives each locality six months to enter into such contracts or their authority will expire.
