SUMMARY:
Unjust siting of solid waste facilities. Prohibits the issuance of a solid waste management facility permit to a person whose solid waste management siting practices have unjustly impacted minority or economically disadvantaged communities. The prohibition extends to an area within a five-mile radius of minority and economically disadvantaged communities. The Solid Waste Management Board is to, upon request, conduct an investigation into the siting practices of a permit applicant. The applicant is to provide the Board with such information as the Board may require of the applicant to conduct its investigation.
