SUMMARY:
General Assembly; economic impact analysis on small business. Requires the preparation of an economic impact analysis or economic impact analysis rating by (i) the executive branch agency which requested the legislation and (ii) the Department of Planning and Budget for each bill introduced by a member of the General Assembly. The bill defines the terms "economic impact analysis" and "economic impact analysis rating" and provides the process for preparation, submission and effect of such analyses. The bill further provides that the enactment of any bill is not affected by the presence, absence or content of any such analysis. This bill is patterned after a similar law in Maryland.
