SUMMARY:
Virginia Public Procurement Act. Makes optional a requirement that state agencies publicize requests for proposals in newspapers; raises the limit for procuring single or term contracts without competitive sealed bidding or competitive negotiation; provides that alternative forms of security do not apply to contracts with the Department of Transportation; provides that a contract shall not be enjoined after performance has begun; and exempts the Virginia Department of Transportation and the Virginia Port Authority from a prohibition against purchasing materials for highway construction from the contract architect or engineer.
