SUMMARY:

Health care data reporting. Abolishes the Virginia Health Services Cost Review Council (VHSCRC) and transfers many of its duties from its Executive Director to the Commissioner of Health and the Board of Health. The Council, through its Executive Director, engaged a nonprofit organization to perform certain data compilation and evaluation services for patient level data gathered from health care providers, now defined to include hospitals, nursing homes, physicians, and insurers, and from state agencies providing outpatient services. The Director's contractual responsibilities will be transferred to the Health Commissioner. By contract, the nonprofit organization engaged to perform these data services will be required to report annually regarding its initiatives and priorities to the Governor, the Board, and the General Assembly, and must submit strategic plans for data gathering projects. The first such strategic plan is due October 1, 1996. Consistent with strategic plan recommendations approved by the General Assembly, the Commissioner is empowered to enter into contracts with a nonprofit organization to develop a methodology for reviewing the efficiency and productivity of health care providers.

The Council's regulations will continue until superseded by Board of Health regulations. A sunset provision will eliminate the Board's responsibilities for the patient level data base system and certain health care data reporting functions on July 1, 1999. Conforming edits eliminate references to the Council throughout the Code.
