SUMMARY:
Capital murder. Provides that murder committed in the course of an abduction, itself committed with the intent to defile the victim, is capital murder. Currently, a murder under such circumstances is capital murder only if the victim is under the age of 12. The bill also adds a new category of capital murder--the murder of a child under the age of sixteen by an adult standing in a supervisory or custodial role.
