SUMMARY:

Elections; information to be prepared and distributed for local and statewide referenda. Provides authorization for counties and cities to prepare and distribute a neutral "plain English" explanation of any local referenda. The bill also adds a requirement for the preparation and distribution of an explanation for statewide referenda other than constitutional amendments. The law now requires explanations of constitutional amendments to be prepared and circulated. The bill adds a definition for "plain English" and requires ballot questions to be stated in plain English.
