SUMMARY:

Trade and commerce; riverboat gaming. Designates the State Lottery Board as the licensing body for riverboat gaming. Under this bill, riverboat gaming is authorized only in designated waters and not statewide. No existing vessels are "grandfathered" under this bill. The bill sets up the licensing scheme for riverboat gaming and provides for penalties for violations of the riverboat gaming laws and Lottery Board regulations. The bill requires both a local and a state-wide referendum in order for riverboat gaming to become effective. The Lottery Board is also authorized to play keno and get involved with interstate lotteries, but requires a statewide referendum on both issues. The bill also contains technical amendments.
