SUMMARY:
Taxation; waterborne gaming. Provides for the licensing and taxation of waterborne gaming by the State Lottery Board. The bill establishes a Waterborne Gaming Fund to receive moneys from any waterborne gaming authorized under the bill. The bill provides for the following distribution of proceeds from waterborne gaming: 25% to the localities where the boat docks; of the remaining amount, 33% for public education, 33% to the Transportation Trust Fund, 33% to the Virginia Economic Development Partnership, and 1% to the Department of Mental Health, Mental Retardation, and Substance Abuse Services. The bill also provides for a wine and beer, and a mixed beverage license for an operator of a boat authorized to conduct waterborne gaming and provides for the ABC license taxes to be paid.
